Secretary Rice on Nov. 11 said the US was not intending war on Iran and renewed an offer of reconciliation talks if the Shi'ite theocracy renounced its nuclear drive. Rice said a resolution passed in late September, where the Senate voted 76-22 in favour of urging the State Department to designate Iran's IRGC as a terrorist organisation, did not authorise President Bush to take military action on Iran.
Ms Rice said: "There is nothing in this particular resolution that would suggest that from our point of view.
