Both the Senate and House of Representatives have approved bills that would--for the first time--fund veterans health care on a par with recommendations from the DAV and other major veterans service organizations in the Independent Budget. And, for a while, it even looked like the VA would get its 2008 budget on time--something that has happened just twice since 1990.
But as time passed, prospects began to dim that lawmakers could reach agreement on a final Military Construction-Veterans Affairs Appropriations bill for the President's signature by the start of the new fiscal year on Oct. 1. At this writing, none of the 12 regular spending bills... |
