William C. Martel, associate professor of international security studies in the Fletcher School at Tufts University, seeks to provide a theory of victory in war. His desire is to offer assistance to political leaders (and the academics who would advise them) on questions regarding military policy. With the war in Afghanistan in its seventh year, Iraq in its sixth, and no victory in sight, Victory in War certainly is timely.
Martel's first premise is that the concept of "victory in war" has never been defined sufficiently to provide a reliable set of criteria for decision makers to use when choosing to go to war. What is missing, he argues, is a "theory" of victory, which later morphs into what he calls a "pre-theory" of victory.
To establish the argument, the book begins with three chapters in which the author reviews approximately 50 writers on the subject...
