SALEM - What constitutes economic stimulus? Apparently, it's in the eyes of the beholder.

And at the Capitol, the would-be beholders don't see eye to eye. That was made clear Thursday when human-services advocates and Republican lawmakers put out their own ideas for economic stimulus.

For the former, it's protecting publicly funded safety net programs that keep the frail elderly in their homes, provide care for children while their parents work, and maintain treatment that allows people to control their addictions and maintain their jobs.
