FLORENCE - No one really knows what caused a smelly scene interspersed with scraps of disintegrating toilet paper to emerge at a local beach recently. It could be a leaking septic tank, waste from a recreational vehicle or someone who couldn't find a bathroom in time.

The likelihood is the mystery won't be solved. But nervous Florence residents have called it to the attention of city, county and state officials, demanding to know why the gross stuff showed up on the beach and where it came from. And the outcry has stoked new fears of a forced annexation from the city, despite its repeated promises that such an action would be against policy.
