When I teach political geography I sometimes ask my students to tell me which countries they believe have the most important militaries. The United States, the United Kingdom, Israel, and Russia are typically nominated first. After a little more consideration, countries such as Australia and China usually come up. I then tell them they are ignoring a country that has one of the largest military budgets in the world--a European state that, at the 2006 Mackinder Forum in Great Britain, was listed by a British admiral as having one of the five most serious armies in the world. Even with these hints I often find myself having to tell my students that the country they are neglecting is France.
