The first change to Oregon's 38-year-old Bottle Bill takes place Jan. 1 - when Oregonians will start paying an extra nickel for a bottle of water and getting their 5 cents back when they redeem it.

Bigger changes to the Bottle Bill are in the works - a task force has recommended the 2009 Legislature increase the refundable deposit to a dime, further expand the types of beverages covered by the bill, and create the framework for redemption centers to handle the resulting increase in bottle and can returns.

For grocery stores, beverage distributors and producers, just getting ready for this first expansion has been a tall order.
