It was no shock to anyone who knows her that the final vote Anne Ballew cast as a city councilor was also the solitary dissenting one.

Amid the amused chuckles, all who were there knew that "nay" vote (on Dec. 1, against the city asking the state to increase the Earned Income Tax Credit) was the perfect way for Ballew to end her 13 years as one of the council's most exacting, quick-witted and steadfast members.

Ballew, 66, is the last to take credit or brag about her accomplishments during more than a decade's worth of volunteer service representing Ward 3 in the heart of town.
