Even before Melbourne and the rest of south-east Australia sweltered in a record-busting heatwave just a few days short of the autumn equinox, trying to maintain my summer vegetable garden had become a dispiriting task. Staged water restrictions meant gardens could be watered only twice a week, by hand, within restricted morning hours.

The thing about the water restrictions as a putative response to drought is that they don't actually operate as a restriction on water consumption but, rather, on water use. There is nothing to stop householders actually increasing their daily water consumption by extending their showering times, even as their tomatoes and zucchini wilt for want of a short daily water.
