US Bank's regional president, Robin Burk, summed up her reaction to the Federal Reserve's rate cut this way: "It's certainly a positive step. It's not the end-all or the be-all."

The immediate impact on consumers will be a little relief on interest rates for many people with credit card debt, she said.

"For people that do have credit card debt, I'd be trying to pay that down as much as possible," she said, taking advantage of a lower interest rate to put extra money toward the amount they owe.
