A federal law designed to improve road safety has been used by municipalities to thwart lawsuits and send accident data into a "black hole," a plaintiff lawyer told the U.S. Supreme Court in November.

Under the interpretation of the law adopted by most states, "We could not have discovered the names of witnesses or the names of the people involved in an accident," said Salvador Mungia, a lawyer from Tacoma, Washington, who represents plaintiffs in Pierce County v.
