David Lewis's The Politics of Presidential Appointments is an important and crisply written analysis of the trade-offs between empowering the state and controlling it. The book has two aims. It asks why some agencies have more appointees than others and it explores the impact appointees have on the quality of management. The volume pays particular attention to the institutional perspective of presidents as distinct from other branches of government or the public.
