Until recently, power plants had to be located on California's coast because they needed seawater for cooling the massive turbines that kept our lights on and the economy humming. It was a decent trade.

Today, persistent lobbying by environmental groups coupled with improvements in technology mean that new, air-cooled power plants are becoming the norm.

This is good news for marine life and better news for people who want to gain access to the dozens of sites on the coast walled off by electric power plants for the past 50-plus years.
