Even for the girl voted Most Friendly in high school, Lynn Fitch had a tall task ahead of her when she stepped in as deputy executive director of the Mississippi Department of Employment Security--to transform the state agency's outdated Appeals Department.

"The individuals that served as hearing officers for unemployment insurance cases were re-tooled and trained to become administrative law judges," explained Fitch.
