U.S. Rep Peter DeFazio said he was "stunned" when the majority of his fellow lawmakers voted with him Monday to reject a $700 billion emergency rescue for the nation's struggling financial system.

The vote evenly split representatives from the Northwest, with eight lawmakers from Oregon, Washington and Idaho voting for the bill, and eight - including three of Oregon's five representatives - voting against it.

DeFazio said the bill lost 228-205 because it left the taxpayer "on the hook for bad debts" made by banks and Wall Street.

"I think it was ultimately a vote of judgment and conscience," said DeFazio, a Democrat who represents Oregon's 4th Congressional District. "The plan, from its outset, was faulty."
