COOS BAY - It was a Sunday in late August, and Janell Howard was shopping at Wal-Mart with her three children, aged 3, 5 and 7. She bought several items, had them bagged, but then headed back to the shelves.

She'd forgotten milk, Howard would later tell a security guard, and then the Coos Bay chief of police, and then an Oregon State Police detective. But before it got to them, she had asked the checker to ring up a couple of extra gallons of milk - a request the checker didn't remember later - and she went back to get it.
