The twentieth century has been seen the development of a concept of human rights, including rights to be free from fear and want, and to be free in speech and thought.

Such human rights have been acknowledged nationally and internationally and guaranteed in domestic laws and constitutional agreements and instruments. The recognition and implementation of human rights at national and international levels have been viewed as essential in the development of not only individual, but also the nation, and ultimately, the world. Recognition and implementation will lead, to equality, development and peace.

Violence against women has emerged as a serious issue and the subject of world-wide debate. The problem has been recognized internationally and seen as a serious obstacle to development and peace, and its implications for equality are obvious.

Research indicates that violence against women is not confined to violence by strangers, Indeed it has become clear that women are more often at risk from those with whom they live and that many of them live constantly with the threat of domestic violence, whether battery, rape, incest or emotional abuse.
