Gov. Haley Barbour is one step closer to signing his sweeping workforce training legislation into law, but a tax credit provision is muddying the matter.

The House and Senate versions of the legislation, which passed both chambers, will more to the conference committee for details to be worked out. Senate Bill 2539, which passed 42-5 on Feb. 18, included tax credit language that House Bill 973 did not.

Also, House Bill 973, which passed 116-4 on March 17, includes an amendment calling for the workforce board to reflect the diversity of the state's population but the Senate version does not. Reps. Erik Fleming (D-Clinton), Walter Robinson (D-Bolton) and Percy Watson (D-Hattiesburg) voted against HB 973 with Rep. Mary Coleman (D-Jackson), who disagreed with a provision that places the Mississippi Employment Security Commission under the governor's authority....
