What's the best way to get pesos in Mexico, rupees in India or forints in Hungary? I am asked some variation of this question every week, and the answer rarely varies: Same as anywhere else - when you get there, stick your card in an ATM and withdraw as much as you need.

Say what you will about globalization and technology, but one of the most fruitful developments of the last decade for travelers is that ATMs all over the world are now linked in networks, and getting cash in foreign countries is as easy as it is at home.

Except when it isn't. We'll elaborate later in this column, and also explain how to avoid those mysterious and irksome "foreign currency transaction fees" that show up on your credit card bill.
