...Development Agency Japan, the Japan Atomic Energy Research Institute and the Japan Marine Science and Technology Center, with NEC taking on the building of the supercomputer that would run the simulations. At the end of February 2002, facilities for the project were completed, and in March the Earth Simulator Center at the Japan Marine Science and Technology Center was opened.
In the U.S. computer industry, the commercial interests of corporations take precedence over the personal research interests of the computer scientists. Thus, the computer industry may not necessarily build a supercomputer that scientists desire. Competition continues to weed out the weaker computer makers in the United States and over the past decade supercomputers have been weaned down to the relatively inexpensive scalar parallel computers for which there is high demand.
In Japan, things are a little different. Sometimes the scientists' endless quest for knowledge leads to new technological developments that have nothing to do with company profitability. Japan's computer industry and computer science schools possess an atmosphere that seems strange from a purely business standpoint. However, it is no exaggeration to say that this "healthy" atmosphere for research and development was what made the Earth Simulator possible....
