Living downtown: residential development building momentum.

Around the turn of this century, the thought of living in downtown Jackson was considered by some as simply amusing. Now it's the cool, hip place to be.

"Downtown Jackson is on the cusp of becoming a true 24-hour neighborhood," said John Gomez, associate director of Downtown Jackson Partners (DJP).

John Lawrence, former president of DJP, said the group's dream seven years ago was to see eight units constructed "to prove the market for residential."

'Urban pioneers'

"Right away, true urban pioneers started building apartments in industrial space like the Iron Works Building and the Dickies Building," he said. "Next, we saw success with projects like Electric 308 and the Plaza Lofts that ... proved the demand exists for luxury apartments. Plus, they were 100% leased before anyone knew what they even looked like."

The Dickies Building, a converted warehouse with apartments on the upper levels and on-site parking, features three loft apartments with 15 additional lofts to be built. The Foundry Lofts, a converted warehouse with four loft-style apartments ranging from 1,200 to 2,700 square feet, has 13 additional units underway. Located near the Mississippi Arts and Convention Districts, the new units will include one- to three-bedroom lofts, and two-story, two- to three-bedroom townhouses.

By the time the 115,000-square-foot, 10-story historic landmark featuring 1927 Beaux Arts architecture was refurbished at a cost of $16 million, Electric 308 had leased all 15 luxury apartments on its top two floors and had established an impressive waiting list. Residential living there includes a concierge to greet guests, a garage with direct access to the building and a rooftop garden with a panoramic view of the city.

And before $6.5 million in renovations were completed in the 12-story, 95,000-square-foot Plaza Building on North Congress Street, its 14 new luxury lofts on the top three floors had been snapped up. The one- and two-bedroom apartments in the Art Deco building feature hardwood floors and granite countertops. The units range from 800 to 1,350 square feet, and lease from $1,100 to $1,700 monthly. "They provide excellent views of the city," said Sam Peters. vice president of sales and leasing for Peters Real Estate. "How many others can say that?"

Peters also pointed to the success of Tombigbee Lofts, a new 12-unit renovated building. The one-bedroom executive suites have been 100% occupied since January, when $1.5 million in renovations was completed. A former warehouse, Tombigbee Lofts has a gated courtyard entrance near the Hinds County Courthouse and Commerce Street Entertainment District. Seven of the dozen units feature 25-foot ceilings and an upper loft. Hardwood floors, walk-in closets, granite countertops, stainless steel appliances and other high-end amenities are included in the 800- to 1,100-square-foot units that rent for $1,000 to $1,200 per month.

The King Edward Hotel redevelopment calls for 65 upscale residential units on floors 9-12, including a mix of one- and two-bedroom apartments. Upper-floor units, which will rent from $950 to $1,250 monthly, will be pre-leased to the public, beginning this summer. The top level will feature 14-foot ceilings and views of the city. A rooftop addition for apartment residents will include an infinity swimming pool, fitness center and entertainment area.

'King Edward neighborhood'

Master development plans for the "King Edward neighborhood" include a $31-million redevelopment of the Standard Life Building in a mixed-use apartment complex. On the drawing board: retrofitting approximately 60 apartments (one- and two-bedrooms), with retail stores on the ground floor.

Sterling Towers, located across the street from the Mississippi College School of Law, contains 105 apartments, on-site parking and a first-floor restaurant, Skeeter's.

Old Capitol Green, a proposed $1.1-billion, 14-block mixed-use development, will include residential units. Ceva Green, the $40-million, 10-story, 342,000 square-foot mixed-use component of the Capitol Green master plan, calls for 55 residential units and underground parking in the court between Commerce and State streets.

Perfectly positioned

DJP reports that more than 25,000 people work in downtown Jackson. More than 40 restaurants and bars, along with various cultural amenities, complement the Downtown Jackson residential lifestyle.

"Based on current market conditions and surveys of comparable cities, downtown could have a pent-up demand for over 1,400 new residential units," said Gomez. "An abundance of development sites exist in and around the downtown area. Anchored by a strong daytime population and surrounded by colleges as well as historic neighborhoods, downtown Jackson is poised to capitalize on this growth opportunity."
