In the past, when the National Weather Service issued warnings and the storm clouds moved in over Lubbock, Texas, residents living near the playa lakes shuddered. Severe storms caused flash flooding and lake elevations would rise--floodwaters exceeded its banks often inundating local parks and sometimes nearby residences.

The South Central Drainage System Project was conceived to provide necessary flood relief for a large portion of north central Lubbock. Parkhill, Smith, & Cooper Inc. (PSC), Lubbock, designed the stormwater system that is expected to decrease the volume and duration of flood water. The city installed new inlet structures to maintain a permanent water surface...
