There's no question that the United States suffers from a 'justice gap": the lack of legal representation for poor and, increasingly, middle-class people who cannot afford to hire lawyers for civil cases. But real action--in the form of funding--may be at hand.

In June, Congress voted to increase federal funding for the Legal Services Corp. (LSC), a financial boost that could help tighten the gap. The $390 million approved by both houses of Congress represents an 11 percent increase from last year's funding.

"We're still a long way from where we need to be, but we' re really happy with what Congress has done," said John Constance, director of government relations and public affairs for LSC. "This will begin to make a real difference."
