For far too long, scholars have overlooked the election that pitted Franklin D. Roosevelt against Herbert Hoover. Many people, including two of my professors from graduate school, thought that a book--or dissertation--on the 1932 campaign was destined to be a colossal bore. That contest held no suspense, for FDR's election was never in doubt. Besides, much of what Candidate Roosevelt promised the voters, including a balanced budget, President Roosevelt ended up reneging on. And yet, such conventional wisdom has been challenged in recent years. Steve Neal's account of the 1932 Democratic National Convention, Happy Days Are Here Again (2004), reminds readers that the nomination of FDR over more conservative rivals was hardly inevitable....
