VENETA - Colin Rea promised some exciting changes when he became director of the Fern Ridge Library last fall. This week, the director of the small-town library delivered in a big way: He persuaded the author of a new best-seller to include this city of 4,400 on a national book tour that includes the likes of Boston, New York and Toronto.

Garth Stein's "The Art of Racing in the Rain" ($23.95, Harper, 321 pages) has spent most of the summer in the top 20 of The New York Times fiction best-seller list, rising as high as No. 12.
