In a fast-breaking development meant to stave off major service cuts, the Lane Transit District Board today will consider putting the first property tax measure in the district's 38-year history on the November ballot, district officials said Tuesday.

If approved by the board tonight and by voters in November, the tax increase would eliminate plans for the second-biggest cut to service in LTD history. But the swiftness with which the tax proposal has emerged as a possible solution to rising costs surprised even upper-level staff and could split the board.
