It happens nearly daily during the warmer months.

A bicyclist is cruising along a Eugene or Springfield street, and suddenly gets slammed to the pavement after being struck by a moving vehicle.

Sometimes it's the motorist's fault.

In other collisions the cyclist is to blame.

"A lot of times, both parties share a portion of the responsibility," Eugene police Sgt. Derel Schulz said.

With bicycle commuting on the rise - thanks in part to high fuel prices and an increased awareness of environmental concerns associated with automobile use - many believe that both cyclists and motorists could use a refresher course covering the rules of the road, to reinforce the idea that all modes of transportation come with a legal right and responsibility to travel safely.

"Motorists need to understand that bicyclists have the same right to use roadways as motor vehicles do," Schulz said. "And there are a lot of bicyclists who lack an understanding of their legal obligations."
