If President Bush is telling the truth when he declares "we do not torture," then he should have no problem signing an executive order that removes any doubt about permissible treatment of prisoners in U.S. custody.

That isn't about to happen, because the president isn't telling the truth now, and he hasn't been honest with the American people since 2002, when he first authorized cruel and inhumane interrogation of U.S. detainees.
