Towards achieving their goal of providing 3 million new homes by 2020, the Government have put forward a Bill that makes major changes to the housing and regeneration landscape and sees the creation of two powerful new bodies.

Having passed through the Commons, the Housing and Regeneration Bill received its first reading in the House of Lords on 1 April 2008. The main purpose of the Bill is the creation of the Homes and Communities Agency (HCA) and the Office for Tenants and Social Landlords.
