Thanks largely to its own ample reserves and higher-than-anticipated per-pupil funding from the state, the Eugene School District will be able to stave off cuts in 2008-09 despite falling enrollment, rising costs and a slowing economy, Superintendent George Russell told the school board and budget committee Monday.

In fact, the proposed $319.7 million spending plan includes a handful of additions, such as more physical education specialists at elementary and middle schools and more special education teacher time at middle and high schools.

The plan also carries forward a spate of temporary initiatives - among them "academy" funding for the district's neediest schools - and earmarks $500,000 to begin implementing the recently approved Shaping 4J's Future recommendations....
