...these problems possible, but only by making new and this time correct and timely decisions. However, for this purpose it is necessary to study and know in details all borderlines and trends inherent in the current problems of control of RF ASD troops and forces.

Thus, the essence of the first of problems consists in absence of a unified strategic control body of ASD troops and forces. In fact, the General Staff of the Armed Forces of the Russian Federation did not take these functions, and the Air Forces Command can solve only traditional tasks specific to the Air Forces and AAD troops. If ripened changes in the status and assignment of Services Commands of the Armed Forces of the Russian Federation are added here, then the ASD of the Russian Federation should also lose even this, in many respects nominal, control body. As a result, there will be nobody to prepare, and in wartime to carry out strategic actions and to realize strategic forms of application of troops and forces for achievement of ASD purposes and to directly control troops and forces in the course of these actions. (1)

The unified ASD of the USSR (and later ASD of the Russian Federation) born at that time had the strategic control body in the person of AAD Command, and a strategic operation on repulse of an aerospace attack of an enemy had to be prepared and should be carried out under the general control of the General Staff of the USSR Armed Forces, General Staff of the Armed Forces of the Russian Federation; and at the same time direct control and full responsibility for results had been vested to the AAD Commander-in-Chief. (2) After AAD as a service of the Armed Forces and its Command had been dissolved, ASD of the Russian Federation have been decapitated and after transfer of the Space-Rocket Defense (SRD) Troops first to the Strategic Rocket Forces (SRF), and then to the Space Forces (SF), it has ceased to exist. The same fate has faced also a uniform system of AAD of the Russian Federation as a result of transfer of the AF & AAD armies to military districts.

Taking further decisions on the destiny of the Air Forces Command, firstly, it is necessary to take into account the previous negative experience and, secondly, to find out compensation measures on reinstatement of the unified centralized control over the troops and forces of RF ASD.

But the analysis of tendencies in the given area shows that neither now, nor in the near future the absence of the unified control of ASD troops (forces) will not be addressed properly.

Thus, at further advance on a way of creation of regional commands and inclusion in them of AF and AAD Commands as it is done now, there is no space left on the all-country level for both RF ASD and RF AAD Command and, as a whole, for unified control of troops (forces). (3) The reasons of the above are the following.

* First, still existing staff restrictions in the central control bodies of the Air Forces will not allow creating the full-fledged RF ASD Command.

* Second, there will be simply no troops for RF ASD Command as they are dispersed now (except for Special Assignment Command, SpAC) in military districts, and then they will be distributed among regional commands. (4)
