As Canadian, I did not expect to learn as much as I did concerning social policy in Canada. The text is comprehensive and undoubtedly will challenge students of Canadian social policy to think about substantive issues, and develop a level of critical thinking to be employed when scrutinizing social issues. The text also appears to be unique in its contention that all social policy is constructed in a global context. I would contend that most students studying social policy of any country assume that such policy is constructed in a national context. Westhues clearly and accurately points out in the preface that most national social policies are affected by international policies, particularly in this day and age. In addition, the fact that the text actually offers practical solutions to problematic social policy is a welcome addition in academia. Although all of the contributors focus to some degree on theoretical underpinnings of social policies, practical solutions for positive changes are invaluable. The text is predominantly geared towards the social work profession yet is easily applicable to any discipline. Westhues points out correctly that one crucial component of social work entails the application of governmental policy. Social workers must not only be familiar with social policy they are in a unique position to evaluate it. The text is impressive for many reasons; in particular its practicality as it applies to human issues.
In addition to framing issues broadly, this text presents various social issues more narrowly. For instance, instead of simply focusing on housing issues, Caragata focuses on homelessness. Caragata dissects the homeless in Canada and alters the perception that the homeless consist mainly of street dwellers. She presents research by Keyes (1992) who classifies the homeless as those who simply need housing but cannot compete in the rental market, those who are situationally homeless due to abuse such as domestic...
