The first incidence of "workmen's" compensation occurred under the leadership of President Theodore Roosevelt in 1908. He pointed out to Congress that prior to this point, "The burden of a workplace accident fell on the helpless man and his wife and children." He believed this to be an outrage and helped the federal government develop workers' compensation insurance to offer workers protection from workplace injuries.

Today, almost all employers and employees are covered by workers' compensation. Benefit specifics vary by state, but injured employees can generally choose to elect either the state of the injury, state of their residence or state of the employer--whichever has the best benefits.

One of the key components that determines the rates employers pay is the individual experience modification rating, also known simply as the "mod." Typically a company that has paid $5,000 or more for several years or has paid $10,000 or more in a single year will qualify for an experience rating. In most cases, experience mods are calculated by ratings bureaus and not by the individual state.
