Dulnev (1) substantiates a necessity of development of the perspective operational concept, which contents, in our opinion, should include the new approach to an estimation of fighting capabilities of troops too. It is caused by rapid development of means of the armed struggle, and in this connection inevitably a problem occurs of modification of structure of fighting capabilities of troops, which has essential value for effective application of modem forms and methods of conducting operations. The new structure should in a better way conform to tendencies of development of military art and guide commanders to a skilful combination and utmost use of fighting capabilities of the subordinated military formations.

Fighting capabilities of a group of troops intended for conducting of operation (battle) are understood by the military theory as a set of the quantitative and qualitative indicators to show ability of troops (forces) for performance of certain combat tasks within given period and under concrete conditions of situation. (2) In the theory and practice of fighting and operational training the parameters of fighting capabilities of the given group of troops are considered to be the following: probability of performance of a set task; composition of a group of an enemy which it can defeat in offensive and which can resist to in defense; depth of advance (time of retention of a line of defense); rates of offensive, etc. Individual parameters can be estimated too: fire capabilities as a whole of a group of troops, in regard to individual means of destruction or effective means to fight an enemy, capabilities of maneuver, etc. As it follows from this list, the estimation of fighting capabilities is connected basically with fire, maneuver and strike parameters of friendly troops in comparison to similar parameters of troops of a probable enemy.

Thus, a level and a ratio of fighting capabilities are supposed to be determined with the use of mathematical models or specially programmed calculation methods. Necessity of carrying out of these calculations is proved by the interests of realization of one of the principles of military art, i.e. conformity of combat tasks of units to their fighting capabilities that means statement of combat tasks in strict conformity with fire, strike and maneuver capabilities of the...
