...to dwell upon the approaches typical for the western school of doctrinal views on the character of wars and security being guided by the established official conceptual normative base and practical activities of Western states.

For the western school and for domestic school as well, it is quite typical that a uniform document containing all the military doctrine provisions does not exist at all. Moreover, the term "doctrine" in the West has a somewhat different meaning as compared to our country. This term is predominantly applied either on the level of various services within the armed forces and even their components, or in order to designate one of the directions of the military policy, by adding to this term a surname of a respective politician, for example "The Monroe Doctrine," "The Truman Doctrine," etc. At the same time, however, in order to reflect the official views of separate states and even military coalitions on the construction and application of the armed forces a number of documents is normally prepared and periodically updated. These documents, in the aggregate, contain all the provisions which are typical for domestic military doctrine as well.

In the conceptual framework, among the documents reflecting western countries' doctrinal views, it would be quite expedient if we focus on the basic documents which determine the military-political policy and the military strategy of the USA, and a package of doctrinal documents of the largest military-political alliance--NATO. As a matter of principle, they have common orientation, structure and contents, which is mainly explained by the leading position of the United States in the alliance. In fact, the present-day situation is that American documents' requirements to national security and armed forces application almost automatically become NATO standards.

In this situation, geo-political and geo-economical aspects of the military doctrine are covered in the "National Security Strategy," military political aspects--in the "National Defense Strategy," and military-strategic aspects--in the "National Military Strategy." Therefore, the military-political policy of the United States is determined by the U.S. President in the document "U.S. National Security Strategy" which is regularly issued in two versions: "open" (unclassified) and "closed" (classified).

Nowadays, the U.S. military-political policy is developed and maintained on the basis of the postulate that the United States is--and in the foreseeable future will remain--the sole superpower, the global leader who has the right to individually form such conditions of the international situation which could to a maximum degree promote Washington's key interests in various countries and regions.
