...forms methods of its military security. In the final analysis, these views, after being officially approved, are what constitutes the core of the state's military doctrine.

Interstate contradictions would arise, develop and become resolved throughout the entire history of human civilization. In origin, these are economic, political, national-ethnic, territorial, religious and others. As a consequence, a possibility of wars and armed conflicts came into being in the world, which persists to this day and will exist in the foreseeable future.

Struggles for the division of spheres of influence between the advanced states aspiring to world or regional leadership would contribute to an enhanced rivalry in practically every vector of interstate relations.

Quite naturally, Russia, like any other state, has permanent (basic) national interests that hinge on state sovereignty, territorial integrity, socio-political stability in society, strategic stability in the world community system, and free access to vital economic and strategic zones and lines of communication. It is at these that the current and so-called new threats are primarily spearheaded.

The Defense Ministry's vision of threats to the Russian Federation's military security and the tasks of the Armed Forces for the foreseeable future have been formulated on the basis of a comprehensive evaluation of the military-political and military-strategic situation in the world. To put it in a nutshell, they are essentially about the following.

As a result of a considerable, by comparison with the USSR, weakening of Russia's defense potential, current threats to its security might come both from advanced states and their military-political alliances and from developing states possessing well-armed, combat-ready and trained armies. I think, it is clear to everyone that we mustn't disregard the military might of such states, particularly those with territorial and other claims to Russia.

For all that the Russian Federation is unique geopolitically and its geostrategic status is of crucial importance. Russia's strategic priorities in the global world are determined by the strategic goals and main tasks it tackles in the political, economic and national security spheres.

The priorities reflect its main national interests that embrace three interconnected spheres: one internal, or national (state) proper, and two external--regional and global.

At the national (state) level, the topmost national interest is developing and advancing an economically powerful and socially oriented Russian state aimed at meeting the needs and aspirations of all peoples, big and small, of all social groups in the Russian Federation.

Generally Russia's strategic priorities at the national level are as follows: creating a democratic rule-of-law society capable of securing its own political, economic, social and humanitarian needs as a whole and those of each of its members in particular; Russia's economic prosperity and civic harmony between all social sectors, movements, organizations and political parties; sovereignty and territorial integrity, security and defense capability of the Russian Federation; continuation of the military reform and conversion to a professional army, given shorter conscription terms; a strictly...
