CASE FACTS: Five-year-old Bryce Williams was a kindergarten student who attended Early Childhood Center (ECC), which was within the Hempstead School District. Bryce suffered from asthma, a fact known by his teacher and reflected in records maintained by ECC's school nurse, Margaret Pierre-Louis.
