In Australia, the Northern Territory (NT) Aboriginal organisations and legislators as well as non-Indigenous people have been trying to work openly, intelligently, co-operatively and moderately to devise a new NT constitution to embrace cultural difference, solve social ills, and fulfill the aspirations of Aboriginal political communities. They have appealed through bi-partisan delegations to the Howard government in Canberra, and through a House of Representatives special inquiry for support and indications of any thoughts in federal quarters. The House report of 28 May 2007 supported that request.

Three weeks later--a split second in 'official' time--Howard and Indigenous Affairs Minister Mal Brough made their startling reply. They were sending in the army, the police, various other inspection and enforcement people, and suspending or over-riding Territory law to occupy the Aboriginal lands and communities...
