The yearlong congressional debate on national energy, policy produced a behemoth bill, backed by both the energy lobby and the White House, that was chock-full of special-interest goodies. One of the most egregious was a provision to protect the makers of the chemical compound methyl tertiary butyl ether (MTBE). Largely because of this provision--and the harm it would have brought to families in thousands of communities contaminated by the compound--the energy bill failed in the Senate last November.
