The scoring system that pushed Tomas Ortega-Benitez out through the revolving door at the Lane County Jail - 10 days before he murdered his ex-wife and killed himself - will appear Stone Age next to the new risk assessment program that soon will replace it.

At the heart of the new system is a research-based questionnaire that detects personality traits, personal history and circumstances that are proven to indicate a risk of violence that will better identify which inmates are better suited for release.

It also includes high-tech controls that eventually - when funding is available - will have some of those released inmates wearing global positioning system tracking devices so authorities can monitor their every move.

"It's wonderful technology. You can set up exclusion zones, places where they can't go. You can set up travel corridors so they can use only certain streets," says Bob Hickok, a Lane County Jail security specialist helping to plan the system.
