In September I awoke with a deep sense of shame in my country. Not only was Australia one of four countries to oppose ratification of the UN Declaration on the Rights of Indigenous peoples, it led the pack in doing so. The 144 countries that supported the declaration apparently got it horribly wrong.

Over twenty years in the making, the declaration is a set of protocols guiding how member states of the United Nations should establish democratic and respectful relations with their Indigenous peoples. Article 46 specifically denies any action that will impair the 'territorial integrity or political unity of sovereign and independent states'.

One can only speculate about why Australia, Canada, New Zealand and the United States are so out of step with world opinion. In a global sense Australia may be merely pursuing its neo-conservative role of...
