When Elgin School District U-46 was reducing expenditures and laying off teachers last year, there was a concern about the amount of money that was going to be spent on buying expensive watches for teachers that had 25 years of service in the district. They already had the watches on order so they could be received on time, but the school board had not formally approved them..
