For representatives of the U.S. tire, rubber and automotive repair industries, 2008 likely will be a case of the old adage: "The more things change, the more they stay the same.''

As 2007 wound down with little in the way of legislative or regulatory activity, the industries found that most of the same issues they faced throughout the year would be before them, with few changes, in the next.

Some issues brought out the most cooperative spirit among the various industry associations; others brought on a continued fight, with the opposing sides disagreeing even on the terms of the debate. One thing that seems certain is that with the upcoming presidential election, Congress' attention will be distracted from industry-specific issues (see related story on page 16).

Tire fuel efficiency

One of the very few pieces of legislation specific to the tire industry that made it through Congress in 2007 did so at year-end, as part of a much larger bill.
