Last January, for the first time in more than a decade, the legislative year began with Democrats in control of Congress--a change that made a big difference for AAJ's public affairs work. Instead of having to fight caps on damages and limits on attorney fees, the Public Affairs staff focused on other issues important to AAJ members--preemption, mandatory arbitration, and tax deduction of attorney-advanced expenses and court costs in contingent fee cases.
