In his War Memoirs David Lloyd George argued that 'war is organised cruelty.' The two books reviewed here perfectly illustrate this grim maxim. Both are concerned with perhaps the most controversial episode of the Second World War--the destruction of entire German cities by British and American bombing. The massacre of non-combatant civilians in Cologne, Hamburg, Berlin, Dresden etc in an organised campaign of calculated cruelty should arguably have placed Air-Marshal 'Bomber' Harris and General Curtis Le May in the dock as war-criminals alongside Reich-Marshal Herman Goring. The only difference between them is that the allies did a more thorough job than the Luftwaffe.
