The Lane County Commissioners filled their top nonelected post Wednesday, turning to a seasoned administrator from the Midwest to guide the county through the rough waters ahead.

Jeff Spartz, former administrator for Hennepin County, Minn., was named county administrator to succeed Bill Van Vactor, who resigns this month after more than 30 years with the county. Spartz, 61, served as administrator in Hennepin in the late 1990s and recently was administrator of Hennepin County Medical Center, which includes a 422-bed hospital in Minneapolis-St. Paul.

Spartz joins the county at a time of great fiscal uncertainty. With Congress undecided about the future of federal timber payments to Lane and other county governments...
