The Bush administration spent the run-up to its Annapolis peace conference tamping down expectations, with the realistic understanding that there were many reasons to brace for disappointments. This backdrop of pessimism amplifies the positive achievement that emerged from the meeting: Israeli and Palestinian leaders will resume long-dormant peace talks, and have pledged to reach an agreement by the end of next year.

It's no more than a beginning. But a beginning is essential, even if the goal remains distant.
