Most homeowner policies cover cost to rebuild, not property's market value: still too early for insurers to tally losses from fires.

Shell-shocked and displaced residents around San Diego County received some solace from their insurance carriers, which were issuing checks at evacuation sites to cover temporary shelter and living expenses.

While the payments are part of most homeowners' policies, many carriers were reaching out to customers by sending out teams of claim representatives to evacuation sites.

Farmers Insurance Group, a unit of Zurich Financial Services, set up a state-of-the-art claims center bus at Qualcomm Stadium starting Oct. 22, shortly after the stadium began accepting evacuees from around the county.

"This is when our customers need us the most," said Paul Hopkins, Farmers' chief executive officer, who was on the scene last week. "They've just gone through a traumatic event.
