National recession warnings notwithstanding, Oregon's economic conditions improved for a second straight month in September, according to the most recent Oregon Small Business Index from Eugene-based Liberty-Bank.

The monthly study of conditions facing small businesses in the state does not specifically account for some of the individual factors that have caused widespread concern for the economy in recent months, such as a national real estate slump and tightening credit policies.
