GENEVA, Oct. 23, 2007 (IPS/GIN) -- Rich countries have failed to reform their domestic farm subsidies programs sufficiently to reduce distortions in global trade, according to a senior official from the Paris-based Organization for Economic Cooperation and Development.

The subsidies -- which added up to an estimated $268 billion last year -- penalize competitive farming countries in the global South.

Stefan Tangermann, a senior agricultural policy analyst at the Organization for Economic Cooperation and Development (OECD), a group of 30 wealthy nations, said "production-linked measures still dominate producer support in most [OECD] countries" and "there has been limited progress toward policies targeted at clearly defined objectives and beneficiaries.
